How to Set Up as a Freelancer in the UAE

A freelance permit lets an individual invoice legally in the UAE without incorporating a company, but the issuing authority, permitted activities and visa entitlement differ by free zone and emirate.

Choose the issuing authority

Free zones and mainland authorities each publish their own freelance or self-employment permit with its own activity list. Start by matching your actual work to a listed activity rather than choosing the cheapest package.

  • Confirm your activity appears on the authority’s approved list.
  • Check whether the permit includes a residence visa or only the licence.
  • Ask what renewal and amendment cost, not just year one.

Prepare the file

Most authorities ask for a passport copy, a photograph, proof of qualification or experience, and a no-objection certificate if you already hold a UAE residence visa through an employer.

After the licence is issued

Open a business bank account in the licence name, keep invoices and contracts on file, and check whether your turnover brings you into VAT or corporate tax registration.

Where people get caught out

Working outside the activities listed on the permit, or invoicing from a personal account, are the two most common compliance problems. Confirm anything ambiguous with the issuing authority in writing.
