GCC residents planning to visit the UAE must obtain an electronic entry permit before travelling unless they qualify for entry under another visa category. Current official guidance confirms that eligible residents can apply online, with approval sent electronically before departure.

The entry permit is intended for expatriates legally residing in Saudi Arabia, Qatar, Kuwait, Bahrain or Oman who wish to enter the UAE as visitors. GCC citizenship and GCC residency are treated differently under UAE immigration rules.

Citizens of GCC countries can enter the UAE without a visa. Foreign nationals who merely hold a residence permit in another GCC country must meet the applicable eVisa conditions.

What GCC Residents Need Before Travelling

Applicants must secure the UAE entry permit before beginning their journey. Holding a Saudi, Qatari, Kuwaiti, Bahraini or Omani residence permit does not by itself provide automatic entry into the UAE.

According to the General Directorate of Identity and Foreigners Affairs in Dubai, the GCC resident visa permits a visit of up to 30 days and may be extended once, subject to approval.

The main requirements include:

• Valid passport: The passport or travel document must remain valid for at least six months.
• GCC residence permit: Applicants must provide a residence permit copy or an official electronic extract showing its validity and the holder’s profession.
• Residence validity: Dubai’s official service conditions state that the GCC residence permit should be valid for at least one year.
• Approved profession: The applicant’s occupation must fall within the professions accepted by the relevant immigration authority.
• Personal photograph: A recent photograph with a white background is required.
• No entry restrictions: The traveller must not be subject to restrictions preventing entry into the UAE.

Meeting the basic documentation conditions does not guarantee approval. UAE immigration authorities retain the right to assess the application and the applicant’s professional and residency status.

How the UAE eVisa Application Works

The application process is completed through the relevant UAE immigration platform.

Travellers entering through Dubai can use the GDRFA smart services portal. Applicants travelling through other emirates may be directed to the Federal Authority for Identity, Citizenship, Customs and Port Security platform.

The Dubai process requires applicants to:

1. Sign in or register on the smart services platform.
2. Select the entry visa service for GCC residents.
3. Complete the personal, passport and residency information.
4. Upload the required documents.
5. Pay the applicable fees.
6. Wait for the application decision.

Once approved, the visa is sent to the email address entered in the application. Travellers should check that all details match their passport before departure.

How Much Does the UAE GCC Resident Visa Cost

GDRFA Dubai currently lists a fee of AED 250 plus 5% VAT for the entry visa issued to residents of GCC countries and their companions.

The final amount may vary depending on the issuing authority, application channel or additional service charges. Applicants should confirm the displayed total on the official portal before submitting payment.

Payments should only be made through the official ICP, GDRFA or authorised government service channels.

How Long Is the Visa Valid

The UAE Government portal states that the entry permit for GCC residents is valid for 30 days from its date of issue. The visitor is permitted to remain in the UAE for 30 days from the date of entry, with one extension of a further 30 days available under the applicable rules.

Applicants should distinguish between:

• Entry validity: The period during which the traveller must use the approved permit to enter the UAE.
• Permitted stay: The period the visitor may remain in the country after arrival.

A traveller who does not enter before the permit expires may need to submit a new application or request an eligible extension.

Profession and Residency Details Can Affect Approval

The applicant’s GCC residence permit must show an eligible profession. Immigration authorities may assess whether the occupation stated on the permit meets the conditions for this visa category.

A change of job, expired residence card or mismatch between the application and official residency record may affect the decision.

Travellers should verify that:

• The profession is clearly shown on the residence record
• The residence permit remains valid
• The passport and permit names match
• The uploaded scans are complete and readable
• The email address used in the application is accessible

Applicants whose profession does not qualify may need to use another visit or tourist visa route.

GCC Residents Should Not Rely on Visa on Arrival

GCC residency alone does not automatically provide visa-on-arrival access to the UAE.

Visa-on-arrival eligibility is generally based on the traveller’s nationality, passport type and other specific conditions. A GCC resident whose nationality does not qualify must receive the electronic permit before travelling.

The UAE Government advises travellers to check their visa eligibility before departure rather than relying solely on airline or informal travel information.

GCC Citizens Follow Different Entry Rules

The eVisa requirement discussed here applies to expatriate residents of GCC countries, not GCC nationals.

Citizens of Saudi Arabia, Qatar, Kuwait, Bahrain and Oman can enter the UAE without obtaining this GCC resident eVisa. Foreign spouses, workers or other companions may be subject to separate entry-permit requirements depending on their nationality and status.

The official Dubai service for certain foreign companions of GCC citizens permits stays of up to 60 days and has different conditions and fees from the standard GCC resident visa.

What Travellers Should Do Before Departure

GCC residents intending to travel to the UAE should complete the eVisa process before booking non-refundable travel arrangements.

Before travelling, applicants should:

• Apply through the correct official immigration platform
• Check passport and GCC residence validity
• Confirm that the stated profession is eligible
• Save a digital and printed copy of the approved permit
• Verify the permitted entry window
• Check for changes before departure

Airlines and border officials may ask to see the approved entry permit and supporting travel documents.
